Legislative Summary

To: (1) Require each health carrier to submit an annual certification regarding compliance with applicable state and federal parity laws for mental health and substance use disorder benefits; (2) repeal state law provisions mandating confidential treatment of the names and identities of health carriers on annual nonquantitative treatment limitations filings; (3) establish a parity advancement account within the General Fund to fund initiatives supporting enforcement and consumer education; and (4) authorize the Insurance Commissioner to assess civil penalties for violations of parity laws by health carriers.
