B26-0103: Fairness in Use and Negotiation for All Recreational Property Act of 2025
Legislative Summary
As introduced, Bill 26-103 would require that before entering into an exclusive agreement with respect to the use of District owned recreational property for a term of 3 or more years, the Mayor shall satisfy certain public engagement requirements. It requires the exclusive agreement to include a provision for an annual audit to ensure compliance with the terms of the exclusive agreement. It also requires a proposed resolution to the Council for review and approval, which shall include a description of the District’s current use of the District-owned recreational property, the fair market value of the requested use, and the anticipated amount that would be charged for exclusive usage.
