Creating the Historic Cemeteries Program within the Division of Historical Resources of the Department of State; providing the duties and responsibilities of the program; creating the Historic Cemeteries Program Advisory Council within the division; providing for membership, terms, and duties of the council; revising the definition of the term "conservation easement" to include a right or interest in real property which is appropriate to retaining the structural integrity or physical appearance of certain cemeteries, etc.
