Prohibits providers of digital application distribution platforms & in-application payment systems from requiring such payment systems as exclusive mode of accepting payments for download or purchase of software applications & products or services; prohibits specified retaliation by such providers; provides that violations are unlawful practices; requires DLA to receive complaints & investigate violations; provides for DLA & aggrieved parties to bring certain actions; provides for award of specified costs, expenses, & fees.
