Revises requirements for when petition seeking compensation must be filed; requires prosecuting authority to petition Governor to appoint substitute prosecuting authority under certain circumstances; provides deceased person's heirs, successors, or assigns do not have standing to file petition; revises compensation eligibility requirements; revises requirements for awarding compensation & continuing appropriations.
