Specifies certain adoption consents are valid for certain period of time & enforceable by court; removes provision regarding sufficiency of home study provided by adoption entity; requires evidentiary hearing & certain determinations to be made under certain circumstances; provides rebuttable presumption; requires court to grant party status to current caregivers for certain period of time; requires transfer of custody of child to adoptive parents in accordance with transition plan; requires adoption entity to provide certain report to DCF; requires specified entities to provide OPPAGA with certain information; requires OPPAGA to submit report to Legislature.
