Creates Legislative Compensation Advisory Council; requires OLS to provide administrative support; provides purpose of council; provides for membership of council; prohibits certain council members from being current member of & Legislature, current employee of Legislature, or registered lobbyist; requires council to hold its first meeting by specified date & to hold periodic meetings thereafter; authorizes members to attend meetings through communications media technology; provides duties of council; requires council to submit specified report to Legislature by specified date & biennially thereafter.
