Provides duties of DOT regarding entities providing paratransit service; revises membership, terms, voting, & quorum requirements for, & duties of, Commission for Transportation Disadvantaged; provides responsibilities of transportation service provider regarding driver training & technology-based services; requires transportation service provider & local government to establish certain standards; requires reports of adverse incidents to be submitted to commission; requires commission to establish requirements for investigation thereof; requires such investigation to commence within certain timeframe; provides requirements for procurement of certain contracts with transportation service providers; requires DOT to submit report to Governor & Legislature.
