Revises provisions relating to deferral of prepayment of court costs & fees for indigent prisoners for actions involving challenges to prison disciplinary reports; provides for one-year limitation of actions period for certain actions concerning condition of confinement of prisoners; requires exhaustion of administrative remedies before certain actions concerning confinement of prisoners may be brought; provides for dismissal of certain actions involving prisoner confinement; requires showing of physical injury as condition precedent for bringing certain actions relating to prisoner confinement; provides that prison terms for certain offenses committed in conjunction with another felony offense may be sentenced to be served consecutively; revises provisions concerning methods of execution of death sentences; exempts persons working for or at confinement center from provisions regulating use of drones; revises provisions relating to mental health treatment for inmates.
