Prohibits specified entities & governmental entities from entering into specified contracts or agreements with foreign principal; prohibits foreign principal from entering into specified contracts or agreements with specified entities & governmental entities; provides criminal penalty; requires specified entities that have entered into specified contract or agreement with foreign principal to register with Department of Commerce by specified date; provides civil penalty; requires entity selling or transferring control of specified critical infrastructure to provide affidavit attesting to specified information to department; prohibits computer software produced or manufactured by specified companies from being used in critical infrastructure located within or serving this state.
