Legislative Summary

Expands mental health crisis services to include 988 suicide & crisis lifeline call center; requires clinical psychologist who makes determinations of involuntary placement at certain mental health facilities to have specified clinical experience; provides specified criteria relating to orders to involuntary outpatient placement; requires court or administrative law judge to make certain determinations before waiving patient's attendance at hearing for continued involuntary placement; authorizes administrative law judge to issue order for involuntary services if patient meets certain criteria; revises definition of "crisis services" to include 988 suicide & crisis lifeline call center & defining term "988 suicide & crisis lifeline call center"; requires DCF to authorize & provide oversight of 988 suicide & crisis lifeline call centers & adopt specified rules; removes requirements relating to providers of medication-assisted treatment services for opiate addiction; revises training requirements for mental health professionals; requires court appointed experts to have completed specified training & continued education; provides requirements for expert to determine acceptable treatments available in community.
