Provides additional provisions that Public Employees Relations Commission may waive for certain employee organizations; revises requirements for certification, recertification, or decertification of employee organization; removes provisions relating to revocation of certification of employee organization; provides prohibitions on public employers, their agents or representatives, or any person acting on their behalf; authorizes certain actions by public employee upon agreement between public employer & bargaining agent; provides exceptions for certain bargaining units.
