Provides that applicants for retail tobacco products dealer permits consent to inspection & search without warrant; authorizes Division of Alcoholic Beverages & Tobacco of DBPR to assess specified fines & certain penalties for each violation involving sale of certain single-use nicotine dispensing devices or advertising, promoting, or displaying for sale such devices; restricts advertising, promoting, & displaying for sale certain single-use nicotine dispensing devices by retail nicotine products dealers in certain instances; authorizes advertising, promoting, & displaying for sale certain single-use nicotine dispensing devices by retail nicotine products dealers in certain instances; provides restrictions on locations for specified dealers of nicotine products; requires dealers to submit application to division for conditional use or legally recognized nonconforming use in specified circumstances; requires dealers to relocate following approval of such applications within specified period of time.
