Legislative Summary

Prohibits person 18 years of age or older from knowingly initiating, organizing, planning, financing, directing, managing, or supervising venture that has subjected child younger than 12, or person who is mentally defective or mentally incapacitated to human trafficking for sexual exploitation; requires state to give specified notice if it intends to seek death penalty; provides for imposition of sentence of life imprisonment or death.
