SB3866: ENERGY-CLIMATE WORKS TRAINING

Legislative Summary

Reinserts the provisions of the introduced bill with changes. Removes a provision of the Illinois Power Agency Act concerning the Planning and Procurement Bureau. Amends the Public Utilities Act. Provides that the annual report in the provisions concerning supplier diversity goals shall include a buying plan for the specific goods and services the company intends to buy in the next 6 to 18 months. Provides that the energy transition assistance charge shall not exceed 1.3% of the amount paid per kilowatthour by eligible retail customers during the year ending May 31, 2009. Provides that specified entities shall submit an annual supplier diversity report to the Illinois Commerce Commission. Provides that the annual report shall be filed on an electronic form as designed by the Commission by June 1, 2023 and every June 1 thereafter on all procurement goals and actual spending for women-owned businesses, minority-owned businesses, veteran-owned businesses, and small business enterprises in the previous calendar year related to performance of obligations in the State of the contracts of licenses. Provides the relevant information that shall be included in the annual report. Provides that each annual report: shall include as much State-specified data as possible; shall include the rules, regulations, and definitions used for the procurement goals; and shall be submitted to the Commission. Provides that the Commission shall not be required or authorized to compel production of any specified report. Provides that the Commission shall hold an annual workshop in 2024 and every year thereafter on the state of supplier diversity, and the Commission shall invite all entities submitting an annual report. Provides that the Commission shall publish a database on its website of the point of contact for each participating entity for supplier diversity. Makes other changes.
