SB246: AN ACT relating to public contracts.

Legislative Summary

Create new sections of KRS Chapter 45A to require the Finance and Administration Cabinet to collect and maintain race and ethnicity data for certain contracts; establish standards for race and ethnicity data collection; require a business to self-report race and ethnicity data; prohibit race and data collected from being used in the process to award state contracts listed under KRS 45A.075; require that race and data collected from businesses shall only be used for reporting requirements; require the Finance and Administration Cabinet to submit an annual report to the Commission on Race and Access to Opportunity; outline report requirements; EFFECTIVE in part July 1, 2024.
