Requiring a health care provider or health care institution to ensure the provision or continuation of life-sustaining care under certain circumstances; regulating the development and use by agencies of measures that discount the value of a life based on an individual's disability and utilization management measures; and authorizing the General Assembly to appoint certain members to intervene in certain cases.
