Requiring the Standard State Travel Regulations adopted under certain provisions of law to prohibit the reimbursement for travel expenses related to travel to a certain state for which the U.S. Environmental Protection Agency has identified two or more pollution source sectors at a backstop actions level of oversight; and prohibiting a certain public body from awarding a certain procurement contract for goods or services to a certain business from a certain state under certain circumstances.
