To amend sections 3.15, 3301.01, 3301.02, 3301.03, 3301.06, 3501.01, 3501.02, 3505.03, 3505.04, 3513.04, and 3513.052; to enact sections 3301.021 and 3301.139; and to repeal section 3513.259 of the Revised Code with regard to membership and election of State Board of Education members and to make changes regarding the State Board's public meetings.
