Provides that maximum loading weight of motorboat means factory-specified dry gross weight of motorboat. Provides that maximum loading weight of motorboat means factory-specified dry gross weight of motorboat. Increases maximum loading weight of boat person may own to obtain towed watersports endorsement. Modifies definition of "Newberg Pool Congested Zone." Declares emergency, effective on passage.
