Requires the authority and the department to submit a report to the interim committees of the Legislative Assembly related to health care [and veterans] not later than September 15, 2029. [Exempts ibogaine, when obtained and consumed through the established process, from the definition of "controlled substance."] Sunsets on January 2, 2030.
