SB1166: Relating to transportation network companies; declaring an emergency.

Legislative Summary

The Act would create new laws for transportation network companies. The Act would take effect on July 1 of this year. (Flesch Readability Score: 79.3). Requires transportation network companies to pay minimum compensation rates to drivers. Directs transportation network companies to establish written policies concerning account deactivations and provides requirements for such policies. Requires that such policies include an appeals process that meets certain minimum requirements by which drivers may appeal an account deactivation. Prohibits transportation network companies from issuing an account deactivation absent just cause. Directs the Bureau of Labor and Industries to contract with a nonprofit organization to operate a driver resource center. Establishes minimum paid sick time requirements for transportation network companies. Requires transportation network companies to provide dispatched trip information and receipt information to drivers and passengers. Imposes recordkeeping requirements for transportation network companies and requires the companies to compile data to submit reports to the bureau. Directs the bureau to report to the Legislative Assembly on the information received from the transportation network companies. Establishes the Task Force on the Ensuring Meaningful Access to Benefits for Transportation Network Company Drivers. Requires transportation network companies to comply with notice requirements to apprise drivers of certain information regarding the rights and protections afforded to drivers. Provides the Bureau of Labor and Industries with enforcement authority over the provisions of the Act. Provides remedies for drivers alleging unlawful practices. Declares an emergency, effective July 1, 2025.
