Amend The Code Of Laws Of South Carolina, 1976, By Adding Article 5 To Chapter 5, Title 52 So As To Provide Procedures For Pari-mutuel Wagering, To Provide Definitions, To Provide The Makeup Of The South Carolina Equine Commission And To Grant It Powers, To Establish A Process To Obtain Necessary Licenses, And To Establish The "equine Industry Development Fund".
