Legislative Summary
Amend The South Carolina Code Of Laws By Adding Section 2-1-260 So As To Provide That The General Assembly May Not Appropriate Any Funds In The General Appropriations Act For Nonessential Projects Through Budgetary Set-asides Or Earmarks; And By Adding Section 11-11-250 So As To Create The "in-district Essential Goods And Services Fund" And To Provide For The Administration Of The Fund.
