Designates a portion of the state highway system in the town of Islip, county of Suffolk, as the "Port Authority Detective Thomas Inman Memorial Bridge".

Renames the "West Islip Exempt Firemen's Benevolent Association" to the "West Islip Exempt Firefighter's Benevolent Association"; changes such association's purpose.

Extends the authority of the county of Suffolk to impose an additional one percent of sales and compensating use tax.

Includes exposing a first responder or correction officer to fentanyl, a fentanyl derivative or an opiate containing fentanyl or a fentanyl derivative in the definition of the offense of assault in the first degree.

Relates to segregated confinement; provides that certain incarcerated individuals shall not be placed in a residential rehabilitation unit; makes related provisions.

Requires a state agency to get approval from the senate and the assembly prior to adopting or readopting a rule on an emergency basis unless such rule is necessary on an emergency basis for the preservation of the public health, safety and general welfare of the public.

Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.

Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.

Includes offenses involving the possession, display or discharge of a firearm, rifle, shotgun, machine-gun, or disguised gun as qualifying offenses for the purpose of allowing a principal to be eligible to be held on bail.

Allows for the removal of members of the state board of parole by a majority vote in the senate and the assembly; requires three or more members of such board personally interview potential parolees; requires that the determination to parole an incarcerated individual be unanimous.

Enacts the "Affordable NY act"; increases the STAR exemptions; adjusts personal income tax rates.

Establishes the clean fuel standard of 2025; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.

Permits public schools to utilize or display indigenous names.

Provides additional qualified persons who may verify domestic violence for purposes of permitting the termination of residential lease by victims of domestic violence.

Provides that the maximum speed limit on state highways may be established pursuant to an engineering and/or traffic investigation authorized or performed by the department of transportation or the municipality within which the section of state highway subject to such speed limit is located.

Requires the board of directors of a cooperative apartment corporation to notify applicants seeking to purchase shares of the corporation of the reason or reasons the board of directors has refused such request.

Authorizes the imposition of bail for certain offenses involving threats of mass harm against a school district, school, school staff or a student.

Expands the statute of limitations for certain sex offenses to include sex trafficking and sex trafficking of a child.

Authorizes Anthony A. Fede Tier I status in the New York state and local employees' retirement system.

Prohibits the establishment of new charter schools, or the revision of any charter in, or within a five mile radius of, the Hempstead union free school district, the Uniondale union free school district, or the Roosevelt union free school district.

Authorizes an optional twenty-five year retirement plan for fire marshals I and supervisors of such title in Suffolk county.

Fixes the maximum interest rate for credit cards issued or used in this state at 10%.

Relates to contracted network pharmacy use.

Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.

Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail.

Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.

Establishes a memorial sign program to publicly memorialize the victims of fatal vehicle collisions; specifies the contents of the sign.

Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.

Directs the New York state energy research and development authority to conduct a feasibility study and prepare a report on the benefits and implementation of nuclear small modular reactors.

Directs the public service commission to evaluate hydrogen, sewage thermal energy, and nuclear small modular reactors as renewable energy sources and report the results of such evaluation to the governor and the legislature.

Directs the office of mental health to conduct a study on the mental health and prevalence of post-traumatic stress disorder among corrections officers and other prison workers and to submit a report of the findings of such study to the governor and the legislature.

Provides for recall of a statewide elective officer; empowers the citizens with the ability to remove elective officers.
