As enacted, redefines "obscene" to include material that has educational value; makes various changes to the internet acceptable use policy LEAs are required to adopt; enacts requirements governing providers of digital and online resources; enacts and revises other related provisions. - Amends TCA Title 39, Chapter 17 and Title 49, Chapter 1.
