Legislative Summary
As enacted, authorizes certain water utilities to enter into agreements with other water utilities to operate within their territory; requires those water utilities to establish a method by which ratepayers may petition the utilities to consider entering into such agreements. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 65 and Title 68.
