Legislative Summary

As introduced, allows a third grade student who achieves a performance level rating of "approaching" on the English language arts portion of the student's most recent Tennessee comprehensive assessment program test, and who has earned an overall letter grade of A or B in the student's third grade ELA class, to be promoted to fourth grade if promotion is recommended by a majority of the categories of participants in a conference convened by the student's LEA or public charter school; requires a student promoted to fourth grade through such process to receive tutoring services for the entirety of the student's fourth grade year. - Amends TCA Title 49, Chapter 6.
