The bill amends the fraud and abuse provisions in Medicaid program to provide for damages under the False Claims Act; sets forth prohibited acts, damages, costs and civil penalties, limitations on damages, and responsibilities of the Attorney General; provides for civil actions by private persons, rights of parties to qui tam proceedings, awards to qui tam plaintiffs, the barring of certain civil actions; provides that state is not liable for the expenses of private litigants; provides for private action for retaliatory conduct, limitation of actions, retroactive application, and state intervention in action by private person; addresses estoppel, jurisdiction and venue, nonexclusivity of act, liberality of construction, and distribution of proceeds.
